Missions like this in video games are perfect example of ludonarrative dissonance and bad design. If the core of the game is driving around the city, doing crime, and shooting, the game should NEVER ever force you into such boring tasks.
Every modern game has this issue. Remember Spiderman for PS4? The game has fantastic swinging and combat, just to throw you into playing MJ and doing slow stealth mission no one likes (they added more of these in the sequel btw).
How I would solve it you may ask? First of all stuff like this should be optional as in not even in the main story, or at least make it skippable.
