The vast, vast majority of illegal residents in the US came on visa and overstayed.

He had his funding. He walked away from it because he refused to be fair to dreamers. Now he has to live with that decision.

DOJ can defeat measures to try to spend any money not already approved for the purpose a president tries to use it for, so it is impossible to build under the guise of emergency.
