Why do analysts use “deaths per TWh”?
Because raw numbers are meaningless without scale.

Energy systems produce vastly different amounts of electricity. Risk must be normalized to output.

Coal/oil / gas cause millions of air pollution deaths globally each year.

Nuclear generates large amounts of electricity with extremely low mortality per unit of output.

That’s how responsible risk comparison works.
