@SumitM_X A simple way is to use a token bucket per tier: free/standard get small buckets, premium gets a large one with faster refill. Add a lightweight scheduler/priority queue in front so premium traffic is always processed first when load is high.

Why?
In Java, method parameters are passed by value, even for objects.
You’re only swapping the copies of the references, not the original a and b.
So inside swap(), it works but outside, a still points to "A" and b to "B".

To actually swap the object data, you can’t swap references directly (because Java is pass-by-value), but you can swap the contents inside the objects.
