You say the government won’t assume that yet I recall the government in Texas holding up edible packages on the news saying these are targeting kids and we need to ban all of these products. A compromise of using plain packaging for adult products to not have the products unjustly banned by people who don’t understand the products seems pretty small in comparison to them being banned.
