As in Nigerian law, necessity is granted by law to specific entities like ambulances, police.
If the person who took the car has such provisions, then it can be accommodated.
If it's a civilian, and no mutual agreement exists, it can be argued as theft.

As per Nigerian law, the first question is where was his gun?
Was he holding it, woke up to the situation and acted without chance/time to escape? If yes, can be self-defence.
If he had time to go fetch the gun, then he had time to escape, so manslaughter
None of the above. Each region should figure out their means to sustainable self-reliant growth. For how long are you going to keep begging for foreign aid? At what point do you expect to break even?

1..IMF loan; usually at 0-1%, long tenor, extremely inflexible..politicians have to use the money for development
2. Eurobond; usually 7-8%, shorter tenor. Flexible in terms of what you use it for..

In fact, I'm not blaming anyone - government, operators, etc. They are all trying their best in the current system.
The system is the issue. Which caused this crisis.
