Why is P&G — one of the world’s most successful consumer giants — exiting a 250 million–strong market?

Pakistan is a consumption-driven economy — yet even that advantage is no longer enough to retain global giants like Procter & Gamble.

The reason behind P&G’s exit is both global and local.
Globally, the company is pruning low-margin operations as part of a strategic restructuring.
But locally, Pakistan’s high cost pressures, steep tax rates, repatriation hurdles, and eroding consumer purchasing power have made operations unsustainable.

Having worked with P&G as its external auditor for over 16 years as Managing Partner for Deloitte Pakistan until 2018, I know this isn’t a company that gives up easily. In fact, P&G was perhaps Deloitte’s oldest global client, as the engagement letter that was shown to me in one of Deloitte’s global audit meetings was dated around 1890.

Even through past downturns, their brand strength and scale allowed them to remain profitable in Pakistan.

But the current environment has become too hostile for manufacturers. Sustaining reasonable after-tax margins is now a struggle even for top-tier companies.

This exit should not just concern policymakers — it should alarm them.
When a company like P&G — built on brand, discipline, and consumer insight — decides to walk away from one of the world’s largest consumer markets, it says something profound about the state of our business environment.

It’s time to fix what’s broken — from tax policy and regulatory instability to investor confidence and currency management — before more exits follow.
