These are the same attitudes that have historically fueled the lack of urgency in developing regions outside Accra.
Prof. Ahwoi may be regarded as an authority on local government, but his historical comparisons were deeply flawed. Even his reference to Yugoslavia ignores the reality that Yugoslavia itself was formed from previously independent states such as Serbia, Croatia, Slovenia, Bosnia and Herzegovina, Montenegro, North Macedonia, and Kosovo.
And what about the United States? Why didn't he use America as an example? America remains united despite powerful and economically dominant states because development itself is not the enemy of national unity. The real danger to national cohesion is inequality, neglect, and over-centralization.
Another troubling aspect of his speech was the suggestion that Ghana could one day have a “troublesome Asantehene.”
Historically, Asanteman has not produced “troublesome” Asantehenes. Rather, Asantehenes have ruled according to the realities of their times, periods of war, peace, diplomacy, modernization, and development.
We are now in an era of civility and development.
But even if one were to entertain that argument hypothetically, what exactly would create such a situation in the future?
If regions continue to be deprived of development while their resources are continuously exploited for the benefit of the capital alone, frustration will naturally grow. And when that day comes, it will not only be an Ashanti issue or a Dagbon issue. Traditional leaders across Ghana will begin questioning a system that takes from their lands while giving little back in return.
Underdevelopment itself is what breeds instability.
The fear appears to be that, accelerated decentralization could make territories like Ashanti economically strong and highly self-reliant. Because of this fear, there seems to be an unspoken preference for maintaining an Accra-centric system at the expense of equitable national development. We are aware of these dynamics.
And when someone regarded as a leading voice on local governance openly frames decentralization as a possible threat to national unity, one must ask: how can Ghana truly develop beyond its peers in the sub-region, including Côte d’Ivoire? How can Ghana compare itself to even the Ivory Coast in terms of development when we have this mentality?
A strong Ashanti Region, Northern Region, Western Region, Eastern or any other region should not be seen as a threat to Ghana. A balanced and fairly developed Ghana is what will ultimately strengthen national unity, not weaken it.
His open remarks “In decentralizing Ghana we must be aware of separatist tendencies” and he closed his speech with “We don't want to fashion out a governance system (decentralization) that would give an excuse for Ghana to break up”. How is this a celebration that as an Asante or Dagomba you should be happy about?

INTERNAL AUDIT DEPARTMENT HOLDS 2025 PERFORMANCE REVIEW
The Internal Audit Department has recently held its 2025 Performance Review to evaluate how it helps the Forestry Commission (FC) maintain good governance and accountability.
I recount a joke from the old Soviet Union: a man handing out leaflets in Red Square. Of course, the KGB arrested him and bring him back to headquarters. Only they discover the leaflets are blank sheets of paper. They confront him: "What is the meaning of this?" He says, “What’s there to say? It’s so obvious.”
So the point of the joke was, he was generating subversive common knowledge. That is, the citizens of the Soviet Union, they all knew that the regime was inefficient and cruel and oppressive, but each one may have thought that they were the only one, that everyone else was happy. Or they may even have thought that everyone else was aggrieved the way they are, but they didn’t know that everyone else was. And so everyone just kept their misery to themselves.
By just making it public, making it common knowledge that there’s a reason to oppose the regime, that can unite people in opposition and can really bring down a regime.
