Govt do have budget for followings which are mount Everest compared to UPI
Schedule Cast Budget - ₹1,96,400 cr

Schedule Tribes Budget - ₹1,41,089 cr

Official subsidies budgeted at about ₹4.55 lakh crore.

Main items:Food subsidy (mostly free grain under PMGKAY/NFSA): ₹2.28 lakh crore
Fertiliser subsidy: ₹1.71 lakh crore
LPG subsidy: ₹12,085 crore
Interest and other subsidies: ~₹44,000 crore
PM-Kisan cash to farmers: ₹63,500 crore
Rural jobs (VB-G RAM G / MGNREGA-related): ₹95,692 crore

Direct Benefit Transfer (DBT) across 320+ schemes was ₹7.5 lakh crore in FY26

Bottom of the line is Govt can afford around 10 Lakh crores of freebies but they don't have 2000 crores to maintain UPI.
