And since you want to bring race into it, in the 50’s, over 50% of the black population was below the poverty line, compared to the teens by the 90%. If welfare were a primary driver, then the ratio would be reversed.

Your dystopian fantasy where a tiny but pervasive group (notorious for arguing) somehow controls the elections in 50 different states in a foreign country is exactly what voter suppression is. It’s the same thing Trump has been trying to do for years.
