NATO expanded because the countries concerned exercised their democratic right of self determination to join the Alliance. @brysy26 @MrMatthewTodd Utter nonsense. The El Niño peak takes months to affect global weather so the effect will not kick in till next year. Even so because the climate is hotter due to climate change you start from a higher base so El Niño will make it even worse.
