The modified #S386 (I) eliminates the no harm provision, (II) delays for 3 years the 50/50 rule that Durbin wanted that bars companies that employ more than 50% foreign workers in US from asking for more H1Bs (III) limits early AOS filing to those with I140 approved for 2 years.
