First, not all engineers in NNPC are members of PENGASSAN. Engineers that are management staff are not members of PENGASSAN. They are higher than PENGASSAN.

Second, because PENGASSAN fought for their colleagues in DR, they have suddenly become the reason NNPC refineries are not working? No longer government that you have all blamed all these years? No longer leadership of NNPC (which PENGASSAN engineers are not part of)?

Third, PENGASSAN engineers do not have control over financial and operational decisions of NNPC refineries. They carry out work ordered by management. They do not control budget. They do not hire contractors. They do not determine equipment to purchase or not purchase.

Fourth, an NNPC GMD was found with millions of dollars stashed in a dilapidated house in Kaduna. He was not a PENGASSAN member. Several ministers of petroleum have been accused of mismanaging funds meant to make refinery work. They were not PENGASSAN engineers.

I'll never insult the sensibilities of indigenous Lagosians by joining in the argument that "Lagos is no man's land." It is my view that it is insensitive to say so.

But Lagos is the most cosmopolitan state and city in Nigeria, and the reasons are not far-fetched.
