Let me explain. (Blender 5.1.1)
First, I set up the compositor to create a "brush stroke" effect. It's built using a noise texture and a displace node. I used Kuwahara to further simplify the edges. Then I sharpened the edges with Diamond Sharpen and added a Glare effect.
