One fair question about the proposed Inland Navigation Construction Organization (INCO) framework: "Has anything like this worked before at USACE?"
Yes. Repeatedly.
The INCO model mirrors proven program delivery structures already used within the Corps of Engineers for:
→ Installation Information Services (IIS) programs
→ Military Construction (MILCON) programs
→ Other large-scale Civil Works programs
→ The USACE Dam Safety Program, which manages the Corps' entire dam portfolio as an integrated enterprise
What these have in common: a unified program office, delegated authority from senior leadership, and a single point of accountability for performance across a complex, multi-District portfolio.
Extending this same approach to inland navigation isn't a radical restructuring. It's applying an existing USACE best practice to the program that needs it most.
The framework is flexible. It's designed to be adapted, not imposed. But the core insight is non-negotiable: programs are delivered by programs, not by loosely coordinated projects.
