Without flash, they would exist in a different state. No flash = a complete rework of their interactions with every champion in the game (who now also has no flash).

Hence they would be fundamentally different champions

They would still exist, and they would still be hard counters. This is not at all debated or claimed — without flash, the game would readjust to a similar level of balance as today
