Building GPU infra needs billions in capital and Nvidia chips that are export controlled by the same country that just banned our access.
This is not a mindset problem. It is a structural problem.

Cheap services for foreign clients. That was the incentive.

But private sector is not lazy. It's rational.
No VC funds boring infra for 10 years with no customers.
Rent AWS, ship tomorrow, raise money. That's the playbook.
The incentive is broken. Not the talent.
