Positive Peace is the presence of attitudes, institutions and structures that sustain peace and resilience. In practical terms, this means building societies rooted in trust, fairness and opportunity. Communities where institutions function effectively and citizens feel included are far less vulnerable to polarisation or violence.
This approach is central to Rotary’s global mission.
Through initiatives such as the Rotary Peace Centres, humanitarian projects and youth leadership programmes, Rotary clubs around the world work to strengthen the institutions and community relationships that help societies withstand conflict.

Europe’s current shift toward militarisation is not unwarranted, but it must be strategic. A disproportionate focus on spending risks undermining the very stability that defence seeks to ensure, writes IEP Research Fellow Amir Najafi.

Measuring the Unmeasurable: The IEP Journey
A fascinating paradox lies at the heart of global peace efforts. Before 2016, despite countless organisations working towards peace worldwide, there was a critical missing piece - how do we actually measure peace?
Peace was traditionally seen as abstract, ethereal, something that defied quantification. Organisations lacked standardised metrics, relied heavily on qualitative assessments, and struggled to demonstrate real impact. Without measurement, the field was essentially operating in the dark.
That's where IEP's breakthrough came in. We worked to help transform peace from an abstract concept into something measurable and quantifiable. Today, our research and insights reach 3.5 billion people monthly across 160+ countries, helping decision-makers worldwide understand and build peace through data-driven approaches.
The impact has been transformative. Government officials now use our Global Peace Index to inform policy. Business leaders apply our Positive Peace framework to strengthen communities. And organisations worldwide finally have the metrics they need to measure and improve their peace-building efforts.
This is more than just data - it's about transforming how we understand, measure and ultimately build peace. Because what gets measured, gets improved.
💡 The systems we live in are predictable in their unpredictability. Peace research shows how tipping points arise, and the type of patterns that emerge before collapse or renewal. This foresight can be used to anticipate where interventions will have the most leverage.
🌱 Peace is framed as an enabler of productivity, innovation and growth. For businesses, stability drives profitability in ways that short-term risk calculations can’t capture. For NGOs and institutions, it elevates peace from being a thematic focus to a strategic paradigm.
