Vitaliy Manishin, known as the Barnaul Maniac, one of Russia’s most notorious serial killers who murdered and raped college students since the late 1980s while holding a government post as district head, has submitted a request to the Russian Ministry of Defense asking to be sent to the war against Ukraine.

Relatives of his victims have raised the alarm, as the maniac has served only 3 years of the 25 he was sentenced to.

Just 6 months after signing a contract with the Ministry of Defense, he is promised a full amnesty.
