I have written to the Hon’ble Chief Justice of India, submitting my third letter on the humane and science-based management of stray dogs across the country.
The current situation is not a failure of animals, but of administration. Sterilisation and anti-rabies vaccination are statutory responsibilities of municipal authorities, yet persistent under-utilisation of funds, poor monitoring, and lack of accountability have hindered effective implementation.
It is crucial that our response is humane, scientific, and sustainable. Indiscriminate removal or confinement could worsen public-health risks, create ecological vacuums, and increase human–animal conflict. India already has a legally recognised framework under the Animal Birth Control Rules, 2023.
Our approach must balance public safety, accountability, and compassion, reflecting India’s constitutional values and civilisational ethos, where dogs are seen as guardians and companions.

We must choose reason over reaction.
Rose from the Netherlands is raising a vital alarm that we can no longer ignore: the treatment of street dogs in India has reached a point of crisis.
While Roos virtually adopts through Muddy Paws to show compassion, on the ground, these "wonderful dogs" are facing horrific cruelty, capture, and culling.
It is time to ask the hard questions:
1. Why are the Animal Birth Control (ABC) Rules 2023 not being implemented effectively on the ground?
2. Why is cruelty still used as a "solution" when humane sterilization is the only proven way to manage populations?
3. With recent Supreme Court mandates, where is the budget and infrastructure for the humane shelters promised to these animals?
We don't need violence; we need a systematic, well-funded sterilization program and accountability from our local municipalities. Cruelty is a failure of governance.
Lets be the voice for those who have none.
