Indira Gandhi did not crush anything.
If anything the attack on Amritsar in June 1984 (“Bluestar”) resulted in a 10+ year armed insurgency where Sikh youth throughout North India formed guerrilla bands and began killing Congress, BJP, Shiv Sena and Communist politicians and workers, police and army staff who had instigated/perpetrated violence against Sikhs or fermented venom against Sikh nationalism.
Khalistan was declared at Amritsar in January of 1986 in a massive gathering of Sikhs from around the globe, to the point that pockets of Punjab were inaccessible to government forces and virtually autonomous by early 1990.
The most violent year of the insurgency was 1992 and the movement died out, not much because of government repression but because Punjabi society became weary and decided that Independence was not viable.
I understand that the majority of Hindutva views Indira with a mother complex but she was not as efficient as you think she was.
