Sure, the (goal) idea to go to the moon is trivial relative to the effort to get there.

But the (solution) ideas to “delete the legs” or “create chopsticks to catch the booster” have material value if, even the best people in the field have never thought and articulated that before. Even though the (goal) idea of making rockets rapidly reusable was widely understood.
