#ELISSA: Rehabilitation works begin in Social Development Centers across #Lebanon

Funded by the @euinlebanon and implemented by #AICS Beirut, the "EU 4 Lebanon – Inclusive Services for Social Actions (ELISSA)" programme is entering a new phase, with rehabilitation works set to begin in six Social Development Centers (#SDCs) across Lebanon.

On Wednesday, 7 October, AICS Beirut, in coordination with the Ministry of Social Affairs (#MoSA), carried out the site possession visits at the SDCs of Aanout and Lebaa, officially handing over the sites to the contractor for the commencement of works.

The rehabilitation interventions will upgrade the centers’ facilities, improve electrical and water systems, and enhance safety, functionality and accessibility, in line with international standards.

These works mark an important step towards strengthening the role of SDCs as accessible entry points for inclusive, integrated health and social services, ultimately improving access to essential services for vulnerable populations across Lebanon.

📌نظّمت وزارة الأشغال العامة والنقل، بدعم من ا��منظمة الدولية للهجرة (IOM)، زيارة ميدانية لممثلي المجتمع الدولي والأمم المتحدة إلى معبر المصنع، بالتنسيق مع الأمن العام والجمارك والجيش وسائر الأجهزة المعنية، لعرض المشروع وبحث خيارات الشراكة لتنفيذه.

🔹 أكّد الوزير فايز رسامني أنّ تطوير المصنع استثمار استراتيجي في أمن لبنان ومستقبله الاقتصادي، مشدّدًا على ضرورة ربط توسعة مرفأي بيروت وطرابلس بتطوير الطرق والمعابر المؤدية إلى الأسواق العربية عبر سوريا.

🔹 يشمل المخطط زيادة القدرة الاستيعابية وتقليص الانتظار وتنظيم مسارات العبور، واعتماد الإجراءات الرقمية والتفتيش الحديث، وتعزيز التنسيق الحدودي لمكافحة التهريب وتسهيل التجارة والترانزيت.

🔹 أكّد رسامني مساهمة الحكومة، من خلال موازنة الوزارة، في تأهيل المعابر والطرق المؤدية إليها، بالتوازي مع تطوير الشراكات الدولية للمضي�� في التنفيذ.

🔹 أعلن رئيس مكتب المنظمة الدولية للهجرة في لبنان أندرو ليند اكتمال الدراسات الفنية ووجود خطة تنفيذ مرحلية واضحة، مؤكّدًا أنّ المشروع سيتيح إدارة حدودية أكثر أمنًا وكفاءة ويدعم التعافي الاقتصادي.

🔹 أعرب الاتحاد الأوروبي عن اهتمامه بدعم تحديث المعبر، فيما تعمل الحكومة، بدعم من المنظمة الدولية للهجرة، على تأمين الشراكات والموارد اللازمة لتنفيذ المشروع.

📌 The Ministry of Public Works and Transport, with support from the International Organization for Migration (IOM), organised a field visit to Masnaa Border Crossing for representatives of the international community and the United Nations. Coordinated with General Security, Lebanese Customs, the Lebanese Armed Forces and other relevant agencies, the visit presented the project and explored partnerships for its implementation.

🔹 Minister of Public Works and Transport Fayez Rasamny described Masnaa’s development as a strategic investment in Lebanon’s security and economic future, stressing that the expansion of Beirut and Tripoli ports must be accompanied by upgrades to roads and border crossings connecting Lebanon to Arab markets through Syria.

🔹 The masterplan provides for increased capacity, shorter waiting times and streamlined traffic flows, alongside digital procedures, modern inspection systems and stronger cross-border coordination to combat smuggling and facilitate trade and transit.

🔹 Rasamny affirmed that the government would contribute, through the ministry’s budget, to rehabilitating border crossings and their access roads, while advancing international partnerships to move implementation forward.

🔹 Andrew Lind, Head of IOM’s Lebanon Office, confirmed that technical studies were complete and a clear, phased implementation plan was in place. He said the project would enable safer, more efficient border management and support economic recovery.

🔹 The European Union expressed interest in supporting the crossing’s modernisation, as the government, with IOM’s support, works to secure the partnerships and resources needed to implement the project.
