The WHO was actually right about remdesivir. FDA ignored it and authorized remdesivir while prohibiting monoclonal antibodies in hospitalized patients.

November 20, 2020: WHO advised against remdesivir for all hospitalized COVID-19 patients.

November 21, 2020: FDA authorized REGEN-COV for non-hospitalized patients only.

ACTIV-3 study showed monoclonals were not effective in hospitalized patients. But a sub-analysis showed efficacy in patients who tested positive but had not formed antibodies. Most other countries allowed hospitalized patients to receive monoclonal antibodies. The US had one of the worst per-capita death rates in the world during the pandemic.
