REASONS WHY LEADERS AT LOWER LEVELS ASK FOR ALLOWANCES
Yesterday I listened to every word of President @KagutaMuseveni during the STATE OF THE NATION ADDRESS at Kololo. He mentioned one matter that attracted my attention. The matter of parish and Gombolola chiefs using bicycles.
This matter forced me to go to the public service salary structure to check the salaries of local Govt workers and I noted the following.
1. The whole district chairperson that spends more resources to win the seat earns a Salary of 2.38M ugx per month.
2. Other elected district officials are around 600k-1.1M ugx.
3. Chairperson LC3 earns 412,000ugx.
I then asked myself one question. Why do people sell their property to mobilise resources for campaigns? Where do they benefit from? This matter pushes us to corruption at the local Govt level.
You can't convince me someone spends more resources to campaign in the whole district just to earn 2.38M yet an MP that takes one constituency gets a lot of benefits.
This matter of extravagant parliament is what triggers other serving officials at lower level to ask for allowances and other benefits.
An MP cannot be given 315M ugx vehicle allowance and it becomes a burden for the subcounty chief to ask for a motorcycle of 5M ugx.
We need to revise salaries for elected leaders. Those people should be there to serve the population not on a mission to get rich. I beg to submit.

This afternoon, I officiated at the groundbreaking ceremony for Kidepo International Airport in Karenga District.
I reminded the wananchi that Karamoja has come a long way from the days of insecurity, cattle rustling and lawlessness. The restoration of peace has created the conditions for the Karamoja region to develop.
The airport will improve access to Kidepo Valley National Park, boost tourism, attract investors, create jobs for our young people and expand markets for local products. Already, more than 1,600 Ugandans are employed on the project.
I thank our partners from Sharjah in the United Arab Emirates for recognizing the immense opportunities that exist in Uganda and Africa.

Today, I joined H.E. President Yoweri @KagutaMuseveni and fellow leaders at Kololo Ceremonial Grounds for the State of the Nation Address.
The President highlighted Uganda’s continued progress in economic growth, wealth creation, industrialization, infrastructure development and the expansion of social services.
He emphasized the importance of increasing production, creating jobs, fighting corruption and ensuring that every Ugandan participates in and benefits from the country’s transformation journey.
The address also reaffirmed the critical role of peace, security and regional cooperation in sustaining Uganda’s development and unlocking greater opportunities for trade and investment.
As we reflect on the progress made and the work that lies ahead, let us remain united and committed to building a prosperous, self-reliant and inclusive Uganda for future generations.
