MH govt has neither the will nor the courage to enforce rule of law as far as traffic is concerned. Forget about HSRP implementation on pre 2019 vehicles. HSRP is already mandatory (and plates provided by RTO, without which the dealer isn't supposed to deliver the vehicle) for vehicles from 2019 onwards and even these vehicles freely roam around with illegal plates or even no plates, and no action seen to be taken.
