I prayed for the well-being and prosperity of the people of Pakistan, and for peace, unity, and prosperity across the Muslim world. May Allah accept our prayers and guide us all toward unity, compassion, and service to humanity. Ameen.

Alhamdulillah, the First High-Level Committee Meeting under the framework of the Islamabad Memorandum of Understanding has concluded successfully in Bürgenstock, Switzerland.

The discussions were held in a positive and constructive atmosphere and yielded encouraging progress, including agreement on a roadmap toward a final deal within 60 days, the establishment of a High-Level Committee to provide political oversight, and the commencement of further technical talks.

I commend the leadership of both the United States as well as Iran for their continued commitment to constructive engagement, and thank all brotherly and friendly countries for their valuable support in advancing this historic process.

In particular, I would like to express my gratitude to our brotherly country Qatar, for its critical support in creating the conditions necessary for these negotiations to move forward.

A word of thanks to the Swiss Government for their facilitation in hosting these talks.

I would like to pay special tribute to Field Marshal Asim Munir whose untiring efforts made these talks a success. His dedication, commitment and perseverance are indeed commendable without which there would have been no progress.

I would like to pay my warm compliments and heartfelt gratitude to Deputy Prime Minister Ishaq Dar, for his diplomatic efforts along with his team at the Foreign Office. I also deeply appreciate the hard work of Interior Minister Mohsin Naqvi who contributed immensely to the success of these talks.

Pakistan will continue to play its honest and sincere role in advancing dialogue and diplomacy towards a peaceful and lasting resolution.

یہ 2017 کی بات ہے جب پاکستان میں سی پیک (CPEC) پر انتہائی تیز رفتاری سے کام جاری تھا اور اس اسٹریٹجک منصوبے کے فیز 1 کو ہر صورت 2022 تک مکمل ہونا تھا۔ انفراسٹرکچر کے میدان میں ایک انقلاب برپا تھا؛ ہزارہ موٹروے تھاکوٹ کے دشوار گزار راستوں تک پہنچ رہی تھی، لاہور سے ملتان اور ملتان سے سکھر موٹروے کے ذریعے ملک کے بڑے شہروں کو آپس میں جوڑا جا رہا تھا، اور ہکلہ سے ڈی آئی خان موٹروے پر دن رات کام چل رہا تھا۔ چائنیز مینوفیکچرنگ اور ٹرانسپورٹیشن کے شعبے میں مغلوبہ لانا چاہتے تھے، اسی لیے وہ ریلوے کے انقلابی منصوبے ایم ایل ون (ML-1) کا فوری آغاز کرنے کے خواہشمند ��ھے اور کاشغر سے گوادر تک ایک متبادل اور تیز رفتار علیحدہ ٹرین چلانے کا فریم ورک تیار کر چکے تھے۔سی پیک محض ایک سڑک کا نام نہیں تھا، بلکہ یہ چین ��ے تاریخی اور عالمی منصوبے 'ون بیلٹ ون روڈ' (OBOR) کا سب سے اہم اور مرکزی فلیگ شپ پراجیکٹ تھا۔ چین کی سنجیدگی کا اندازہ اس بات سے لگایا جا سکتا ہے کہ انہوں نے مختصر ترین عرصے میں مختص کردہ 67 ارب ڈالر کے کل بجٹ میں سے 22 ارب ڈالر کی خطیر رقم پاکستان میں زمین پر منتقل کر دی تھی۔
انہی حالات کی وجہ سے یہ قوی امید پیدا ہو چلی تھی کہ 2022 تک گوادر کا ساحل اپنی جغرافیائی اہمیت اور جدید انفراسٹرکچر کے باعث دبئی کا متبادل بن کر ابھرے گا۔ اس معاشی ترقی نے خطے کی اور عالمی طاقتوں کی نیندیں اڑا دی تھیں، اسرائیل پریشان تھا اور پاکستان نے طویل عرصے بعد امریکی غلامی اور اس کی ڈکٹیٹرشپ کا طوق اتار پھینکا تھا۔ چین کے ساتھ پاکستان کے تعلقات اب صرف سفارتی نہیں بلکہ ایک ناقابلِ تسخیر معاشی و اسٹریٹجک ڈ��ال میں تبدیل ہو چکے تھے۔ اس معاشی استحکام کا اثر ملکی معیشت پر واضح تھا؛ ملکی زرِ مبادلہ کے ذخائر محض 7 ارب ڈالر کی خطرناک حد سے چھلانگ لگا کر 24 ارب ڈالر کی تاریخی سطح پر پہنچ گئے، جبکہ پاکستان اسٹاک ایکسچینج جو 13 ہزار انڈیکس پر سسک رہی تھی، سرمایہ کاروں کے اعتماد کی بدولت 54 ہزار کی ریکارڈ سطح کو چھو رہی تھی۔ چار سال تک مہنگائی کی شرح کو 3 فیصد کی نچلی ترین سطح پر برقرار رکھا گیا، ڈالر کی قیمت 100 روپے پر مضبوطی سے منجمد رہی، اور پٹرول، گیس و بجلی کی قیمتیں عام آدمی کی پہنچ میں اور سستی تھیں۔ پھر پاکستان کی اس معاشی پرواز کو روکنے اور چین کے بڑھتے ہوئے قدموں کو بریک لگا��ے کے لیے ملکی سیاست میں عمران خان کو لانچ کیا گیا۔ جیسے ہی 2018 میں انہیں اقتدار کی کرسی سونپی گئی، انہوں نے سب سے پہلا وار سی پیک پر کیا۔ اس عظیم الشان منصوبے پر بدعنوانی کے بے بنیاد الزامات لگا کر اسے عملاً منجمد (Freeze) کر دیا گیا اور گوادر پورٹ کی ترقیاتی سرگرمیوں کو مکمل طور پر روک دیا گیا۔ہزارہ موٹروے جو تھاکوٹ تک بن چکی تھی، اس کے بعد کے اگلے مراحل پر ایک انچ کام آگے نہ بڑھ سکا۔ ہکلہ سے ڈی آئی خان موٹروے جو 2018 تک اپنے آخری مراحل میں تھی، اسے لاوارث چھوڑ دیا گیا اور ملتان سے سکھر موٹروے کے اگلے روٹس کو سرد خانے کی نذر کر دیا گیا۔ گوادر انٹرنیشنل ایئرپورٹ اور حویلیاں ڈرائی پورٹ جیسے کلیدی منصوبوں پر کام مکمل طور پر ٹھپ ہو گیا۔ چین جس ایم ایل ون (ML-1) ریلوے پراجیکٹ کے لیے بے چین تھا، اس کی فائلیں دبا دی گئیں اور کاشغر سے گوادر ریلوے لائن پر ��سی قسم کی بات چیت یا فالو اپ تک نہیں کیا گیا۔ تحریکِ انصاف کے اس پونے چار سالہ دور میں چین پاکستان سے اس حد تک مایوس اور ناراض ہوا کہ اس نے سی پیک کے تحت مزید ایک ڈالر بھی انویسٹ نہیں کیا اور یوں پاکستان کا یہ مایہ ناز گیم چینجر منصوبہ فنڈز کی کمی اور حکومتی سرد مہریکے باعث دم ��وڑنے لگا۔
تعجب اور افسوس کی بات یہ ہے کہ پاکستان کی خودمختاری، معاشی خوشحالی اور تقدیر بدلنے والے اس عظیم منصوبے کو اپنے ہاتھوں سے سبوتاژ کرنے والا شخص آج بھی عوام کے سامنے مظلوم بن کر کھڑا ہے۔ وہ شخص جس نے پاکستان کو دوبارہ آئی ایم ایف اور معاشی بحران کی دلدل میں دھکیلا، اب اس کے اندھے فالورز کہتے ہیں کہ سائفر ایک حقیقت ہے اور عمران کو امریکہ نے سازش کے تحت نکالا ہے، اس کھلے تضاد اور تاریخ کا مذاق پر بہت سے لوگ یقین بھی کرتے ہیں ، عقل حیران ہے کہ اگر عمران خان اتنے ہی امریکہ مخالف تھے تو انہوں نے اقتدار میں آتے ہی امریکہ کو خوش کرنے کے لیے چین کے ون بیلٹ ون روڈ من��وبے کو کیوں رول بیک کیا؟ انہوں نے گوادر کو روک کر دبئی کے مفادات کا تحفظ کیا، چین کو ناراض کر کے ہندوستان کو علاقائی برتری کا موقع دیا یا پھر اسرائیل کے ایجنڈے کو پورا کیا؟ حقیقت یہی ہے کہ سی پیک کا راستہ روک کر پاکستان کی پیٹھ میں جو چھرا گھونپا گیا، اس کا خمیازہ آج پوری
قوم بھگت رہی ہے۔
