Today, 11 June 2026, the Heritage Institute for Policy Studies (HIPS), in collaboration with Mogadishu University, concluded its first public lecture of the year titled ��Citizenship in Somalia: Rights, Duties, and the Social Contract,” delivered by Deputy Director Dr. Abdirashid Ismail.

The lecture explored the meaning of citizenship, constitutional rights and duties, and the importance of responsible citizenship for accountable governance and nation-building.

University students from Mogadishu University and other universities in Mogadishu attended the lecture and actively engaged in the discussion.

My two cents:
I have been covering Somali politics and security for 35 years now. Whenever Somalia has political crises and difficulties, most of its elites tend to blame foreigners for the majority of the shortcomings - from Boutros Boutros-Ghali and Egypt, to Ethiopia and Meles Zenawi, Italy and Bettino Craxi, Mohamed Sahnoun, Mahiga, Turkey, and the UAE.

I’m not saying all foreigners are blameless, but Somalis should also look at themselves in the mirror. Somalis are front and center in their own challenges, and only they can overcome them.

Some helpful actors were maligned and eventually forced to completely abandon Somalia. We are seeing it happen all over again, time and again, over the years. We know who they are. If you don���t know, read the history.

You can’t stop foreigners from pursuing their own national interests - that is not in your hands. But you can solve your own problems, because that is in your hands!

He extended congratulations to the leadership and staff of the media house, commending the vital role Somali media plays in societal development, public awareness, and the delivery of credible and reliable information.

The Chairperson also reflected on his close engagement with Somali journalists between 2008–2010, where he supported capacity-building initiatives and professional training to strengthen accurate and responsible reporting.

He emphasized that Somali media operated under extremely difficult conditions and was among the first sectors re-established following the collapse of the state. Congratulations on 15 years of resilience, professionalism, and service to the community.

He emphasized that the nature of warfare today is inherently uncertain & constantly evolving, stressing that for Somalia to succeed, national security strategies must remain agile and adaptable. He noted that such strategies should be specifically designed to respond to the unique and unpredictable threats facing the country today.

His highlighted the need for flexible, forward-looking security approaches as a cornerstone of sustainable peace.

During the panel 2 discussion at the Policy Dialogue Event, under the theme “Lessons from Liberated Areas and Pathways to Sustainable Stability,” Excellency @Osman_Moallim highlighted key lessons from past stabilization efforts.

He noted that experiences from 2012 revealed a clear link between extremist control and unresolved clan conflicts, which often resurface after liberation. He emphasized the importance of civilian protection and community engagement, while stressing that the biggest challenge today remains the gap between well-developed stabilization plans and their actual implementation, especially in communities that have been under extremist control for many years.
