Max vs Perez in 2021 (0.5%) and comparing it to Ocon-Ricciardo shows us that Max reached his peak speed by 2018 (as he should given it was his 4th season).
I do think that Daniel’s gap to Kvyat was larger than you’ve got given the true gap in the first 2 races of 2016.
Also worth considering that Kvyat being dropped after 4 races somewhat penalises Ricciardo since he didn’t complete a season against Kvyat in that car which he was far more comfortable in, and conversely Sainz benefits from facing an underperforming Kvyat post getting dropped.

In Norris’s second season he had the same pace as Sainz. Let’s say he gained 0.5-1 a tenth since then, still slower then Ric
Not to mention that Ric has much better racecraft

Had Ric gone up against Sainz instead I truly believe the gap wouldn’t have been very different🤷♀️
