The 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 “𝐄𝐦𝐞𝐫𝐠𝐢𝐧𝐠 𝐎𝐧𝐥𝐢𝐧𝐞 𝐎𝐟𝐟𝐞𝐧𝐜𝐞𝐬 𝐀𝐠𝐚𝐢𝐧𝐬𝐭 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧”, organised by 𝐌𝐚𝐭𝐫𝐢 𝐒𝐮𝐝𝐡𝐚 in partnership with the 𝐃𝐞𝐥𝐡𝐢 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐟𝐨𝐫 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐨𝐟 𝐂𝐡𝐢𝐥𝐝 𝐑𝐢𝐠𝐡𝐭𝐬 (𝐃𝐂𝐏𝐂𝐑), brought together stakeholders from government, law enforcement, academia, technology and civil society to examine rapidly evolving online harms affecting children.

During Session III, 𝘛𝘩𝘦 𝘓𝘢𝘸 𝘔𝘦𝘦𝘵𝘴 𝘵𝘩𝘦 𝘈𝘭𝘨𝘰𝘳𝘪𝘵𝘩𝘮, 𝐆𝐚𝐫𝐢𝐦𝐚 𝐒𝐚𝐱𝐞𝐧𝐚, Programme Manager at 𝐓𝐡𝐞 𝐃𝐢𝐚𝐥𝐨𝐠𝐮𝐞, joined the discussion on whether existing laws and institutions are equipped to respond to tomorrow’s online harms.

Garima highlighted how 𝐨𝐧𝐥𝐢𝐧𝐞 𝐡𝐚𝐫𝐦𝐬 ��𝐫𝐞 𝐛𝐞𝐜𝐨𝐦𝐢𝐧𝐠 𝐢𝐧𝐜𝐫𝐞𝐚𝐬𝐢𝐧𝐠𝐥𝐲 𝐬𝐲𝐬𝐭𝐞𝐦𝐢𝐜, cutting across technologies, institutions and social environments. She emphasised the need to move beyond 𝘳𝘦𝘢𝘤𝘵𝘪𝘷𝘦 𝘳𝘦𝘴𝘱𝘰𝘯𝘴𝘦𝘴 towards 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐞𝐯𝐢𝐝𝐞𝐧𝐜𝐞, 𝐞𝐚𝐫𝐥𝐢𝐞𝐫 𝐫𝐢𝐬𝐤 𝐢𝐝𝐞𝐧𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐛𝐞𝐭𝐭𝐞𝐫 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐜𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧.

The wider consultation examined emerging risks including 𝘈𝘐-𝘨𝘦𝘯𝘦𝘳𝘢𝘵𝘦𝘥 𝘊𝘚𝘈𝘔, 𝘰𝘯𝘭𝘪𝘯𝘦 𝘨𝘳𝘰𝘰𝘮𝘪𝘯𝘨, 𝘴𝘦𝘹𝘵𝘰𝘳𝘵𝘪𝘰𝘯, 𝘥𝘦𝘦𝘱𝘧𝘢𝘬𝘦𝘴, 𝘥𝘪𝘨𝘪𝘵𝘢𝘭 𝘪𝘮𝘱𝘦𝘳𝘴𝘰𝘯𝘢𝘵𝘪𝘰𝘯 and 𝘨𝘢𝘮𝘪𝘯𝘨-𝘳𝘦𝘭𝘢𝘵𝘦𝘥 𝘦𝘹𝘱𝘭𝘰𝘪𝘵𝘢𝘵𝘪𝘰𝘯. A key focus was the proposed 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐥𝐚𝐬𝐬𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐎𝐧𝐥𝐢𝐧𝐞 𝐂𝐫𝐢𝐦𝐞𝐬 𝐀𝐠𝐚𝐢𝐧𝐬𝐭 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧 (𝐍𝐂𝐎𝐂𝐂), envisioned as a common, child-centred framework for stronger reporting, research, coordination and future reform.

The session was moderated by 𝐒𝐨𝐧𝐚𝐥𝐢 𝐏𝐚𝐭𝐚𝐧𝐤𝐚𝐫 (Ahaan Foundation – Responsible Netism), with panellists 𝐍𝐚𝐦𝐚 𝐁𝐨𝐬𝐞 (CASCA, RGNUL), 𝐌𝐚𝐧𝐨𝐣 𝐊𝐮𝐦𝐚𝐫 (Delhi Police Cyber Crime), 𝐀𝐛𝐡𝐢𝐣𝐞𝐞𝐭 𝐍𝐢𝐫𝐦𝐚𝐥 (Bal Raksha Bharat), 𝐏𝐫𝐚𝐭𝐲𝐮𝐬𝐡 𝐑𝐚𝐧𝐣𝐚𝐧 (PTI) and 𝐆𝐚𝐫𝐢𝐦𝐚 𝐒𝐚𝐱𝐞𝐧𝐚 (The Dialogue).

In Pune, a daily wage worker admitted his wife to the hospital for delivery. It turned out to be a cesarean section. He didn’t know how much the fee would be and thought he might have to mortgage his house. “Doctor, what child is it?”

“You have been blessed with an angel (a baby girl),” the doctor replied. “How much is the fee?” “When angels are born, I don’t charge any fee,” said the doctor. The man fell at his feet saying, “Sir, you are God.”

Dr. Ganesh Rakh in Pune has been doing this for 10 years—he does not take even a single paisa if a baby girl is born. So far, he has delivered over 1,000 babies for free.

His mother told him once, ‘Become a doctor and protect these angel girls,’” he proudly says.

Dr. Rakh’s Save the Girl Child initiative has transcended borders and inspired change globally.

VIDEO | "POCSO Act is one of the strongest and most important laws in India. Reducing the age limit in the POCSO Act and introducing consent could create a new avenue for abusing and exploiting children. The idea of consent for children emerged following a report by UNICEF that quoted inaccurate data. Not all cases involving children can be consensual, and they are unlikely to falsely report abuse. POCSO is a secular law and applies to everyone irrespective of their religious beliefs," says Chairman of NCPCR Priyank Kanungo on the proposed reduction in the age limit in the POCSO Act.
