President William Ruto has today, May 4, 2026 presided over the swearing-in of 24 Judges of the High Court and 13 Judges of the Environment and Land Court at State House. The ceremony was witnessed by the Chief Justice Martha Koome.
The Oath of Office was administered by the Chief Registrar of the Judiciary Winfridah Mokaya. This solemn ceremony is anchored in Article 74 of the Constitution of Kenya, which requires every State Officer to take the Oath of Office before assuming office.
Through the oath, the Judges committed to impartially administer justice in accordance with the Constitution, and to uphold, protect and defend the Constitution of Kenya at all times.

Q: Who has locus standi to institute matters in the E&P Division?
A: Any person under Article 22 of the CoK 2010.
(i) Locus standi means the right or capacity to bring an action or to appear in court.
(ii) The Constitution therefore allows the following persons to institute environmental and planning matters in court.
(a) Every person has the right to institute court proceedings claiming that a right or fundamental freedom in the Bill of Rights has been denied, violated or infringed, or is threatened.
(b) In addition to a person acting in their own interest, court proceedings under clause (1) may be instituted by:
(i) person acting on behalf of another person who cannot act in their own name
(ii) a person acting as a member of, or in the interest of, a group or class of persons;
(iii) a person acting in the public interest; or
(iv)an association acting in the interest of one or more of its members.
