#Azerbaijan is disrupting the negotiation process with #Armenia by presenting new false demands and accusations against the #USA. In general, Baku is prolonging the process and has no intention of reaching an agreement with Armenia. I will prove this in two episodes.

Assistant to the President of Azerbaijan, Hikmet Hajiyev, stated that Azerbaijan does not see any serious obstacles to concluding a stable peace treaty with Armenia and believes that the issue of border demarcation can be resolved separately. What could this mean?

Azerbaijan is attempting to exclude the issue of border demarcation from the contract to be concluded between Armenia and Azerbaijan so that no guarantees regarding the legal process of that demarcation are established.

Azerbaijan rejects demarcation based on the 1975 map and proposes basing demarcation on the decisions of collective farms and local government bodies during the #USSR.

Azerbaijan cannot present a decision of the central government of the USSR, by which it received enclaves in Armenia, but it can show decisions of collective farms, by which territories were given to Azerbaijan by an illegal decision from Armenia.

Azerbaijan is trying to remove the issue of border demarcation from the scope of the agreement so that it does not assume contractual obligations and can carry out a military attack on Armenia whenever it wants. A simple question arises: why does Azerbaijan not want to undertake legal obligations regarding border demarcation?

Simply put, Azerbaijan does not want to bind itself with a legal obligation. For example, the day after signing the agreement, Azerbaijan can carry out a military attack in the direction of three enclaves and declare that it is "liberating" its territories.

If the agreement does not specify the principles by which the border demarcation will be carried out, it means that Azerbaijan gets the freedom to carry out the border demarcation process with its own interpretations.

#Baku will carry out a military attack against Armenia and force #Yerevan to agree to territorial concessions during demarcation.

Azerbaijan introduces artificial topics into the #Armenian-#Azerbaijani negotiation process so that pointless debates can take place and delay time. Hajiyev denied that Baku is planning to "cut a land corridor" through the territory of Armenia to Nakhichevan by force of arms.

"We see the false alarm and hysteria of Armenia, as well as the narratives of some partners about some other intentions of Azerbaijan. Azerbaijan no longer has military goals. For us, war and confrontation are over. We have achieved what we deserved" Hajiyev said.

Azerbaijan can prove that it does not intend to launch a military attack by signing an agreement with #Washington's guarantee.

If Azerbaijan doesn't intend to launch a #military attack, why does it not sign a peace treaty and prolong the process by artificial means? The solutions are simple: Azerbaijan can agree to begin the demarcation process according to #European standards and unblock the region but creates artificial debates to avoid signing an agreement.

After presenting false accusations to the #EuropeanUnion and #France, Baku has started a real war against the USA.

In an interview with the American Newsweek, Hajiyev said that Washington should change its position towards Baku to be able to mediate in peace negotiations.

In his assessment, the comments of James O'Brian, the assistant secretary of state for European and Eurasian affairs, regarding the "anti-terrorist measures" implemented in Karabakh in September of this year were not balanced.

James O'Brian criticized Azerbaijan at the hearings of the US Congress, which, according to Hajiyev, was a "one-sided approach, which caused concern in Azerbaijan."

Section 907 of the USA Freedom Assistance Act of 1992 prohibits Washington from providing military aid to Azerbaijan. However, after the terrorist attack on the United States on September 11, 2001, the presidents of the United States have suspended the resolution until now to carry out anti-terrorist operations.

In those operations, the territory of Azerbaijan was also used for supplies to Afghanistan, but after the withdrawal of American troops from Afghanistan, the Azerbaijani factor weakened. The ban on 907 has not yet been lifted this year.

#Hajiyev said that 907 continues to cause disappointment in Baku; he considered it "incomprehensible and one of the most unfair amendments in the history of the American Congress."

Aliyev's aide said that 907 is hindering the efforts of Americans to hold meetings in Washington to facilitate the conclusion of a peace agreement between Azerbaijan and Armenia.

"We expect that there may be a different attitude from the US executive branch. As soon as it happens, we can continue discussions in Washington," Hajiyev said. In fact, Azerbaijan connects Resolution 907 with the possibility of holding Armenian-Azerbaijani negotiations in Washington.

This is just another excuse to destroy the US format. Baku's tactic is that when the other side fulfills any of its demands, Azerbaijan puts a new demand on the table.

If the USA fulfills Hajiyev's this demand, Azerbaijan will then demand that the USA consider the Nagorno Karabakh issue closed and not demand the possibility of the return of Armenians.

If Washington also fulfills this demand, Azerbaijan will demand that the USA is not present in the negotiation room. If this demand is fulfilled, Azerbaijan will demand that the peace treaty is not signed in the USA.

If this demand is met, Azerbaijan will demand that the USA not be a guarantor of the contract. In other words, after receiving small concessions, Azerbaijan eventually gets a big success. The US should not agree to this demand of Hajiyev if it wants the role of Washington not to be downplayed.

It turns out that Azerbaijan, which subjected the Armenians of #NagornoKarabakh to violent ethnic cleansing, makes demands to the West. Meanwhile, Aliyev's dictatorial regime earned the chance to receive severe sanctions a long time ago. The USA should insist uncompromisingly that Azerbaijan participates in the negotiations in Washington without setting preconditions.

Azerbaijan should be afraid of the collapse of Aliyev's dictatorial regime, the scenario of losing the gas and oil markets. Also, Azerbaijan should be afraid that the countries selling arms to it may be subject to sanctions.

Azerbaijan is the guilty side that committed the crime, but it is trying to dictate terms. The reason is that the West did not retaliate harshly during the cases of forcibly evicting the #Armenians of Nagorno Karabakh and occupying the sovereign territories of Armenia.

There is no need to fear that the processes will be transferred to Russian formats. Armenia will not participate in any Moscow-style meeting and will not sign an agreement there, which means that Azerbaijan cannot delegate the process to Russia.

Azerbaijan must face a tough attitude; otherwise, Aliyev will succeed in subverting the West's formats and discrediting him under false pretexts. But of course, the goal of Russia, Turkey, and Azerbaijan is to remove the USA from the South Caucasus. It is against the interests of Armenia.

Armenia and the USA should deepen military, economic, investment, and security cooperation. The Armenian-American tandem may have great potential in the coming years. I think that these illegal blockades of Azerbaijan can be a new impetus for the development of Armenian-American relations. So even crisis situations create solutions.
