@BriannaWu We may well have been appeasing them; I'm not sure of the details you're referring to. But Israel has not. It's quite likely they're responding to Israel, perhaps the country that effects them most, than to us. It's not always about the United States.

@nilocobau Much of the problem is that fines aren’t proportional to income in the US, so they effect poor people much more heavily and the wealthy are free from consequences

The second prong is about the effect: the primary purpose can't inhibit on or promote religion. One could argue it's is depriving Muslim travelers from halal food, though that's less clear 3/
