2) Dems put forward a "compromise" that is still inhumane.

Tonight I’m incredibly sad to report that Rochester city council has adopted an absolutely heinous piece of public policy by a 4-2 vote, a draconian new ordinance that criminalizes homelessness. Utterly ashamed to have once voted for CM Keane who moved this motion. #rochmn
