Dans le sud de l'Iran, où les températures peuvent atteindre 50°C à l'ombre, les habitants utilisent depuis plus de 2 000 ans un système d'architecture bioclimatique: les badgirs, ou tours à vent. Très répandues dans les régions désertiques du pays, notamment autour de la ville de Yazd, ces structures constituent un véritable système de climatisation naturelle.

Leur fonctionnement est ingénieux: la tour capte le vent en hauteur et l'achemine à l'intérieur du bâtiment. L'air traverse souvent un bassin ou un réservoir d'eau souterrain, ce qui le refroidit davantage par évaporation. En parallèle, l'air chaud est évacué par d'autres ouvertures grâce à l'effet de cheminée.

Grâce à ce procédé entièrement passif, l'intérieur des habitations peut rester étonnamment frais, même lorsque la température extérieure dépasse 45°C, et ce sans recourir à la moindre source d'électricité.

1) Cuántos rescatistas, brigadistas, zapadores, geólogos, sismólogos, ingenieros civiles, urgenciólogos, epidemiólogos, tenemos por cada 100 mil habitantes.

2) Cuántos generadores de emergencia, bulldozers, perros rescatistas, camas de urgencias tenemos disponibles en determinado momento.

3) Cuántas reservas estratégicas de respiradores y equipo de medicina crítica tenemos disponibles en todo momento.

4) Cuántos días de reservas estratégicas de hidrocarburos tenemos como línea base.

5) Cuánta cultura de protección civil y planes de continuidad de gobierno se viven, asimilan y ensayan.

El Chapo me vale un comino, ni todas las bombas del mundo pueden ejercer los newtons de fuerza de una placa tectónica o acabar con tantas vidas como una epidemia con los vectores de contagio correctos.

La reina de la seguridad nacional debería ser, en mi opinión, la protección civil / seguridad ambiental. Es el único terreno de amenazas auténticamente globales y frente a las cuales el espíritu humano no puede responder sino con solidaridad.

The systematic dismantling of Russian civil and military systems in Crimea will either lead to complete abandonment of their position or a poorly-supplied force without the fuel and munitions to sustain a long fight.

Crimea, already strategically vulnerable, is now isolated, and it's only going to get worse.

The war started in Crimea. Now it may end there too.
