This is a tacit acknowledgement from DWP that benefits are set too low for ppl to afford the energy they need. While it prevents benefits being automatically wiped out by deductions, it does so at the risk of building up debt and relies on prices falling which may not happen 1/4
However, there are statistics showing entitlement to different elements of UC (over and above the Standard Allowance). 67% of claims are getting some support with their housing, but just 2.5% (!) getting help with childcare costs (when 47% have children!)
