Tourism Officers at the District Level Should Report to the Ministry of Tourism
It is increasingly evident that the current reporting structure—where district tourism officers report to the Ministry of Local Government—does not align with the specialized needs and strategic direction required for effective tourism development.
Tourism, as a key pillar of Uganda’s economy, demands technical oversight, professional support, and policy guidance from its mandated authority: the Ministry of Tourism, Wildlife and Antiquities. For tourism initiatives at the district level to thrive, officers must be integrated into a structure that understands the dynamics of tourism product development, destination marketing, conservation, and community engagement.
We call upon the Minister of Public Service to review and realign this reporting framework. Establishing a direct reporting line between district tourism officers and the Ministry of Tourism will not only enhance coordination but also ensure that tourism development is driven by relevant expertise and supported by a coherent national strategy.
