Let me just explain it to you: There are three very good reasons for skipping elections:
1. A big part of Ukraine is under Russian occupation, and Ukraine doesn't have access to all of its voters.
2. There is an active military conflict on Ukrainian land, and Russia is actively targeting any public gatherings. A globally organized event such as elections would likely result in a coordinated attack on election places, killing a significant number of people.
3. There is a huge number of refugees from Ukraine who would be unable to vote.
Considering these things, Ukraine adopted this law that elections cannot be performed under martial law. And don't take just my word for that, this is what the Ukrainian opposition also says.
