Chinese bishops appointed by Chinese communist government without the pope’s agreement:

1. Bishop Joseph Shen Bin (transfer/installation to Shanghai)

Date of unilateral action: Installed/transferred as Bishop of Shanghai on or around 4 April 2023 (he had previously been Bishop of Haimen).

The Vatican was informed only days earlier and learned of the actual installation from media. Shanghai had been vacant for years.

Later ratification: Pope Francis formally named him Bishop of Shanghai on 15 July 2023 to “remedy the canonical irregularity” and for the greater good of the diocese and fruitful exercise of pastoral ministry. Cardinal Parolin described it as acceding to the government’s action despite reservations.

2. Auxiliary Bishop Ignatius Wu Jianlin (Wu Jianlin) – Shanghai

Date of unilateral action: Elected/selected as auxiliary bishop of Shanghai around 28 April 2025 (during the sede vacante period after Pope Francis’s death on 21 April 2025).

Later ratification: Pope Leo XIV appointed him Auxiliary Bishop of Shanghai on 11 August 2025 within the framework of the provisional agreement. Episcopal ordination took place on 15 October 2025.

3. Bishop Francis Li Jianlin (Li Jianlin) – Xinxiang (Henan)

Date of unilateral action: Elected bishop of Xinxiang (Apostolic Prefecture/Diocese) around 30 April 2025 (again during sede vacante).

Later ratification: Pope Leo XIV appointed him Bishop of the Apostolic Prefecture of Xinxiang on 11 August 2025 (accepting the resignation of the previous bishop). Ordination took place on 5 December 2025.

4. Additional / Borderline Case

Bishop John Peng Weizhao (Giovanni Peng Weizhao) — Already a legitimately appointed bishop (secretly ordained with papal mandate by Pope Francis for the Diocese of Yujiang in 2014).

On 24 November 2022, Chinese Catholic Patriotic Association authorities installed him as “auxiliary bishop of Jiangxi” (a territorial division not recognized as a diocese by the Vatican) in a ceremony in Nanchang.

Vatican reaction: Statement of “surprise and regret” on 26 November 2022; the Holy See learned of the installation without prior knowledge or involvement and viewed it as contrary to the spirit of the 2018 agreement.

Très Saint-Père,

Soyez très vivement remercié pour la lettre que Vous avez bien voulu m’adresser.

J’ai été profondément touché par Votre sollicitude paternelle.

Depuis longtemps, j’aurais souhaité avoir l’occasion de Vous rencontrer afin de Vous exprimer personnellement notre désir sincère de servir l’Église. Malheureusement, cette occasion ne s’est pas présentée.

Je vous demande simplement de bien vouloir considérer l'authenticité de cette intention, qui n'a rien de factice.

Paradoxalement, dans le contexte actuel, il nous semble être précisément notre devoir de faire tout notre possible pour recoudre la tunique du Christ, déchirée par des forces et des pressions incompatibles avec un esprit authentiquement catholique. Je vous demande simplement de considérer l'authenticité de cette intention, avant de prendre une décision concernant la FSSPX. Il n'est pas trop tard.

Loin de nous l’idée de nous séparer de l’Église romaine ; au contraire, nous désirons la servir par des moyens extraordinaires, comme on vient en aide à une mère en difficulté qui a besoin d’un secours particulier, même si celui-ci n’est pas compris de tous. Mais je suis certain que le Saint-Père pourrait le comprendre.
Le Saint-Siège a déjà montré qu’il pouvait comprendre des situations très complexes et prendre le temps nécessaire.

Je me permets donc de Vous demander filialement de prendre le temps qu’exige ce discernement.

Si mes paroles ne suffisaient pas, je Vous demanderais de réfléchir à deux faits très simples. Tout d’abord, la Fraternité a déjà été déclarée schismatique en 1988, pour des raisons et dans des circonstances absolument analogues à celles d’aujourd’hui ; et pourtant, après tant d’années, nous nous parlons comme un père avec son fils. Votre Sainteté m’exhorte paternellement à éviter un schisme qui, théoriquement, aurait déjà eu lieu. Ne pensez-Vous pas que cette attitude même, dont j’apprécie profondément la sollicitude, constitue précisément la preuve que la Fraternité n’est ni schismatique ni hostile à l’Église ?

En second lieu, il y a quelques années, le Saint-Siège a confié à deux évêques de l’Église la mission de dialoguer avec la FSSPX : Mgr Vitus Huonder, alors évêque de Coire, aujourd’hui décédé, et Mgr Athanasius Schneider, évêque auxiliaire d’Astana. Tous deux, après avoir pris le temps nécessaire au discernement, ont reconnu l’esprit profondément catholique de la Fraternité et en ont rendu publiquement témoignage.

Mais surtout, je me permets de m’adresser à Votre Sainteté au nom des milliers d’âmes qui ont retrouvé la foi catholique et la pratique religieuse grâce à l’apostolat de la Fraternité. C’est un fait dont Vos prédécesseurs ont eux-mêmes pris acte. Ces âmes n’ont qu’un seul désir : parvenir au salut par cet instrument que la Providence a mis à leur disposition. Elles ont souffert et elles sont sincères. Je suis certain que Votre cœur paternel de Pasteur universel sera sensible à cette situation si particulière. Un jour, toutes les difficultés entre le Saint-Siège et la Fraternité seront résolues. Un geste de compréhension de Votre part, loin de nuire à l’unité, ne pourrait que manifester aux yeux du monde et de tous les chrétiens Votre souci de l’unité et Votre bonté de père.

Je laisse tout cela à Votre bienveillante considération. Je renouvelle ma prière pour Votre Sainteté.

Depuis longtemps, avant même Votre élection, je prie sainte Rita pour la situation présente. J’ai vu dans l’élection d’un Pape augustinien un signe d’espérance.

Je suis certain que la sainte intercédera. Il n’est jamais trop tard.

If Tradition is the rule, Vatican II must be judged by what came before it. If Vatican II is the rule, Tradition must be reinterpreted, trimmed, apologized for, and managed until it fits the new order.
That is the whole war. The SSPX profession has forced the issue with unusual clarity. It does not ask Leo to be nicer or for a better liturgical compromise. It does not ask to be one approved flavor inside a pluralistic conciliar menu. It says the faith is one, the Church is one, the truth is immutable, the Mass is sacrificial, Christ is King, false religions do not save, moral disorder cannot be blessed, and the Holy Ghost does not inspire today what He condemned yesterday. Leo’s Rome can either accept that as Catholic or condemn it as schismatic. If it condemns it, Catholics should pay attention. The condemnation would say less about the SSPX than about the men issuing it. Apostate systems always reveal themselves by what they cannot tolerate. This one can tolerate almost anything except the old Catholic faith spoken without apology.»
