On 30 September 2013 Congress passed the Pay Our Military Act which lawfully authorized DoD to pay Service members during the 16-day partial government shutdown using FY14 appropriations - this was not a reprogramming action or use of prior year funds.
@Freestateman1 The state owned bridge is insured, and the bill specifically states that insurance payouts will be used to defray federal liability. This allows reconstruction to begin while the lengthy court fight plays out.

Such inheritances effectively add decades of compounding to the trust fund baby’s otherwise unearned wealth, paying 0 taxes.
