@stendec6@JimHigham@g__j So in your mind what is a regressive tariff? It can't be 'expensive' as that historically is a recent phenomenon. It can't be fixed, as we have had those for as long as I can remember. And why would someone 'profligate' choose a 'regressive' tariff?
