“We are meeting at a critical time for Uganda’s health and development agenda. Global funding for HIV, Sexual and Reproductive Health and Rights (SRHR), and community systems is increasingly uncertain and constrained. At the same time, Uganda’s evolving legal and policy environment continues to shape how citizens access health services, exercise their rights, and participate in development processes. These shifts call for deliberate reflection on the sustainability of health programmes, the protection of constitutional rights, and the effectiveness of governance systems in responding to people’s needs.
For us working in HIV and SRHR, these developments raise important questions about access to services, the impact on vulnerable and marginalized populations, and the future of community-led responses and civil society engagement. This dialogue therefore provides a timely platform for policymakers, development partners, civil society, legal experts, and community representatives to examine the implications of recent legislation and judicial decisions, identify risks and opportunities, and agree on practical actions to strengthen Uganda’s HIV response, protect human rights, and advance broader health and development outcomes.”
