If, as TX AG Ken Paxton says, Texas did not consider race in drawing TX-09, TX-18, TX-29 & TX-33, then the districts couldn't be racial gerrymanders as alleged by DOJ.

A racial gerrymander requires that race predominate. No consideration, no predominance.
