In 1999, @afrobarometer's first survey in Ghana painted a vivid picture of democratic ideals. Back then, democracy meant freedom - half of Ghanaians highlighted civil liberties and personal freedoms (29%) and government by the people (23%) as core values.
Fast forward more than 20 years, 76% of Ghanaians describe their country as either a "full democracy" or one with "minor problems," and 51% express satisfaction with how their democracy functions.
