Except that in the context Paul means nothing like that at all. His hope in Romans 11:26 is that his fellow countrymen who had rejected Christ would become envious of the Gentiles being grafted into the true Israel through faith to become part of the one people of God, the one cultivated olive tree.
He had the hope that throughout the entire course of history all of those destined to be in Christ to share in the faith of Abraham would ultimately be saved. God's promise to make the descendants of Abraham as numerous as the stars would run its course as the nations and many of his fellow countrymen believed. In this way, all of the true spiritual Israel would be saved.
Ripping Romans 11:26 from both its immediate context and the rest of Romans is the only way you can possibly support your view. The entire book of Roman is trying to unite both Jews and Gentiles into one faith as Paul was dealing with the tensions in Rome between the two groups. In Romans 11 he is telling the Gentiles not to be arrogant simply because they were grafted in and the unbelieving Jews were cut off. The mystery he reveals there is that with Christ's coming God now wants to use Gentiles to bless those of Jewish ancestry by leading them to Christ, just as he had used Jews to bless Gentile in bringing salvation to the whole world through the Messiah the Son of David.
