He gives no citation but is almost certainly referring to a similar quote from 𝘛𝘩𝘦 𝘐𝘯𝘴𝘱𝘪𝘳𝘢𝘵𝘪𝘰𝘯 𝘢𝘯𝘥 𝘈𝘶𝘵𝘩𝘰𝘳𝘪𝘵𝘺 𝘰𝘧 𝘵𝘩𝘦 𝘉𝘪𝘣𝘭𝘦.
