No other area of NHS reporting would use euphemisms.
An Ofsted inspector spends 10 minutes in a classroom, observing a teacher who is under pressure. They note something they believe a teacher could have done in that snapshot. This then sits on an Ofsted report as a development point for 5 years. Is that an effective system?
