So long as “asking for permission” remains one of the safest ways to campaign in favelas, candidates will face a tradeoff between a) safety b) legal punishment (see Lei Antifacção) c) staying competitive.
With Brazil’s 2026 elections just over three months away, I wrote for @revistapiaui about how candidates campaign in criminally governed areas.
In 2024, I surveyed 311 candidates for Rio’s city council to learn how they navigate these territories.
