The Lindsay Tribunal was a public Tribunal of Inquiry into how people with haemophilia became infected with HIV and Hepatitis C through contaminated blood products.

Children were among those affected, including children infected and diagnosed at a very young age.

It dealt with some of the most sensitive medical information imaginable.

Yet identities could be protected and the Tribunal still sat in public for 196 days.

So please stop presenting this as a choice between protecting children and having transparency.

Protect the children’s identities. Protect their medical privacy. But do not use their privacy to shield institutions @CHI_Ireland, Ministers, including @SimonHarrisTD @CarrollJennifer @MichealMartinTD, or decision-makers from public scrutiny.

The government has agreed in principle to allow families and their advocacy groups to help shape the inquiry’s scope. Jennifer Carroll MacNeill, the health minister, is to appoint a facilitator to work with them in drafting the terms of reference.

Families whose children died while waiting for surgery, or from complications afterwards, have consistently stated that delays and failings in care were major contributing factors­. Rather than being heard, many were dismissed as grieving parents searching for explanations,” said Una Keightley, a spokeswoman for the Spina Bifida and Hydrocephalus Paediatric Advocacy Group.

Gardai look into fund abuse' by Children's Health Ireland consultant

The inquiry was triggered after the HSE referred to gardai a copy of an internal 2021 report, which found the consultant was paid €35,800 to run weekend clinics, funded by the National Treatment Purchase Fund (NTPF) in breach of guidelines.

The investigation adds to pressure on Lucy Nugent, the CHI's chief executive, the as health minister expressed confidence in her.

The National Economic Crime Bureau is now investigating possible offences involving the collection of NTPF fees relating to about 180 cases. The development raises serious questions for Lucy Nugent, the embattled chief executive of the CHI, who did not refer the report to gardai when she became aware of it.

The HSE passed the report to officers in June after learning of its existence following the publi­cation of its findings in The Sunday Times.

The unpublished report outlined a litany of alleged wrongdoings, malpractice, cover-ups and disregard for the treatment of ill children. It also documented how surgical trainees were allegedly subjected to humiliation and children subjected to intolerable risks because of mismanaged services.

The HSE complaint said it believed the report had uncovered the potential misappropriation of public funds.
