CENTRE FOR HUMAN RIGHTS, FACULTY OF LAW, UNIVERSITY OF PRETORIA
Statement to the 48th Ordinary Session of the African Committee of Experts on the Rights and Welfare of the Child (ACERWC)
Maseru, Kingdom of Lesotho, October 2026
The @CHR_HumanRights,@UPTuks, congratulates the @ACERWC on convening its 48th Ordinary Session and calls for urgent action to bridge the gap between children’s rights commitments and realities across Africa. Over the past six months, the Centre has advanced children’s rights through research, advocacy and child participation, and established the Litigants’ Group, fulfilling its commitment at the previous session and strengthening strategic litigation and access to justice. The Centre urges the Committee to take the following actions: develop guidance on inclusive WASH and menstrual health and address online violence and provide guidance on implementing the African Union Model Law on Child Online Safety.
The Centre also urges the ACERWC to actively participate in the consultation on the Model Law on Implementation of Decisions of African Human Rights Treaty Bodies to ensure that children’s rights decisions are explicitly recognised and that States are guided on their legal status and effective implementation.
The Centre also highlights its Working Conference on Synergies in the Monitoring and Enforcement Mechanisms of African Union Human Rights Treaty Bodies, on 14–15 December 2026, which will seek to strengthen coordination, accountability and implementation of decisions across African human rights bodies.
As the Centre celebrates 40 years of advancing human rights, it reaffirms its commitment to working with the Committee and its partners to ensure that Africa’s commitments translate into meaningful, measurable improvements in the lives of children across the continent.
🚨Breaking:
Disability does not diminish a person's rights, dignity or worth.
Yet, many persons with disabilities continue to face abuse, discrimination and barriers to justice, often compounded by poverty and social exclusion.
Disability rights are human rights. Justice, dignity and protection must be guaranteed to everyone, without exception.
@MuyaakaAlfred@DisabilityLane@NUDIPU@Mglsd_UG
What happens when we trust young people to shape digital transformation?
For three months, our Digital Rights Champions have used their platforms to promote digital rights, online safety and awareness of Technology-Facilitated Gender-Based Violence (TFGBV).

🚨Persons with disabilities should not merely be consulted after decisions have been made.
We must be meaningfully involved in designing policies, programmes and services that affect our lives.
Nothing about persons with disabilities should be decided without their participation.
#NothingAboutUsWithoutUs #Inclusion @NUDIPU@KalungiMaureen@DisabilityLane@MuyaakaAlfred@DisabRightsFund@EstherKyozira@UNADeaf
@JHFUganda Inclusion becomes real when accessibility is planned, funded and checked, not treated as a special favour. Universities and workplaces should make participation possible from the outset.
🚨Breaking Barriers.
The greatest barriers faced by persons with disabilities are often not their impairments, but the physical, social, economic and institutional barriers around them.
Accessible buildings. Accessible information. Inclusive education. Equal employment opportunities. Accessible justice.
Inclusion means removing barriers.

🚨Disability rights must reach beyond offices and conference rooms.
They must reach villages, schools, courts, families and communities where persons with disabilities experience discrimination, violence, land disputes and other injustices.
Justice must be accessible where people live.

*URGENT FUNDRAISING APPEAL – UGX 18 MILLION*
Dear Members of the Disability Fraternity, Friends and Well-wishers,
The National Union of Disabled Persons of Uganda (NUDIPU) joins the Uganda National Association of the Blind (UNAB) in making an urgent appeal to the disability fraternity, friends, partners, and well-wishers to come together and accord our beloved brother and leader, the late Mr. Richard Anguyo, Board Chairperson of UNAB, the dignity he deserves in his final journey.
We are deeply saddened by this loss, and words cannot adequately express the pain of losing such a dedicated disability rights champion. However, his body remains at the hospital mortuary as the family and UNAB work to clear an outstanding hospital bill of UGX 18 million.
We therefore humbly appeal to each of us to join hands and contribute towards clearing this bill so that the late Mr. Anguyo can be laid to rest with dignity.
Every contribution, however small, will make a difference. Together, our collective support can bring relief to the bereaved family and help give our fallen brother the dignified farewell he deserves.
As the saying goes, “A helping hand may seem small, but together, our hands can carry a great burden.”
